Ding dong the witch is dead!

As I waited to be served my small vegetarian Pho at the Greek Captain today, I observed the waitress smoking behind the counter and was reminded of the email I had received this morning from the university. It goes as follows:

Hi

Below is the new Non-Smoking Policy of the University that was approved by the Executive Committee last Friday. This new policy is as a result of the new Quebec Tobacco Act that takes effect at the end of the month. The main changes coming into effect are: no smoking is permitted inside any University building, no smoking is permitted within 9 meters (30 feet) of any entrance to a building, no smoking is permitted in any University vehicle and cigarettes will no longer be sold at Doolittle�s. Consequently, the Facilities department will be soon moving the �Butt-Stops� outside of this 9 meter perimeter.

An information session is being given by Health Services in conjunction with the Wellness subcommittee of the Joint Health & Safety Committee on Wednesday May 24th at noon up in the Loft for anyone interested in getting more information on this new policy or to find out about smoking cessation sessions that are being offered free-of-charge.

NON-SMOKING POLICY

Effective June 1, 2006, replaces Smoking Policy


1. The Non-Smoking Policy of Bush0p's University is adopted in accordance with the Quebec Tobacco Act R.S.Q., c-T �0.01 and its amendments, that cover restrictions on smoking in public places. This policy replaces the University Smoking Policy implemented in 1993.

2. Smoking is banned on campus in all public buildings including student residences and is also banned outside within designated non-smoking parameters.

Any tent or awning used for public events that can be closed on the sides will be treated as an inside building and is also declared non-smoking areas.

Smoking is prohibited outdoors within a nine-meter (30 feet) radius from any door leading to a building on campus.

Smoking is prohibited in all University vehicles.

All provisions of this Policy apply as well to the Bush0p�s University Kn0wlt0n campus.

3. There shall be no exceptions to this Policy.

4. All outside groups using campus facilities, including residential or non-residential conferences, are subject to the same rules prohibiting smoking.

5. The sale or advertisement of tobacco on the grounds or within the buildings on campus is prohibited.

IMPLEMENTATION OF THE NON-SMOKING POLICY

1. It is expected, in the first instance, that goodwill, respect for the law of the land, and collegiality will create the circumstances for successful implementation of this policy. The entire Bush0p's community is responsible for the success of this smoking ban. Implementation of the policy will work with the cooperation of all members of the University community.

2. The smoking prohibition shall be publicized through the Campus newspaper and Principal�s newsletter. A copy of this Policy shall be posted on the University website.

3. Bilingual signs indicating the areas where smoking is prohibited should be prominently displayed in those areas.

4. The law does provide for appointment of an inspector to handle the enforcement of this policy and the assessment of fines for violations. It is hoped that such provisions and measures need not be invoked. However, in instances of recalcitrance, recourse to disciplinary or legal sanctions shall be employed. The University is responsible to ensure that the provisions of this Policy are respected and may use its department heads, deans, officers, security staff or other agent to ensure compliance with the law.
